Change queue processing settings

POST 
/api/queues/:queueName/processing-settings

Replaces the saved per-queue overrides. Omitted or null fields restore code defaults; an empty object resets all overrides. Jobs use new settings on the next run; distributed pools finish current work before rebuilding. Counts and lease time must be positive and supported by the processing kind.
